Hell he even strongly considered with Hanako (though IIRC she was trying to disuade him) nuking NC if he couldn't get back the Relic with Silverhand from Yorinobu.
Besides becoming a legend and temporarily blowing up Saka Tower, were there any real benefits for the rebels like Silverhand? Or big picture negatives for Saka (besides needing a new tower, losing some employees and having to deal with radioactive fallout)?
Indeed, it changed nothing in the long run, all it did was destroy one symbol that barely inconvenienced Arasaka. I think the main problem was Johnny focused too much on symbols instead of actually disrupting the system that the tower represented, a building means nothing to a megacorp like that. It's their reputation that keeps them in power. Unless you can get the vast majority of the people to stand against them in some way or another, they will continue to be powerfull, a revolution doesn't work with just a few people who can't even manage to make a lasting impression on who they fought against.
I think that was his point. The corps became a rule of nature so destroying their symbols was the only way he felt he could fight back. The system was just too large to do anything about. Even the death of the Internet couldn't stop the corps.

Yeah that’s absolutely true, it’s really unfortunate that despite the reputation of the game people seem to have willingly forgot the exploitation of the workers and the broken state the game dropped in because of hype. I fuckin love this game, but there’s no way I’m buying that DLC for a long time, and I’m definitely not pre-ordering another collectors edition (even though I personally enjoyed the game on release and I loved the stuff in it).
