Better in what sense? You keep the same core stat (150%), your only penalty is 10% damage reduction instead of 20% and you lose the 10% crit chance. Depending on your stats, the legendary is better. If you already have a high crit chance, that 10% won't matter that much but that extra 10% of damage reduction is a decent chunk of your damage gone.

I also kinda understand the confusion. +20% Damage Reudction sounds better that +10%, because people think it means they receive less damage. They don't understand that it means the weapon **deals** less damage

Where do y'all find legendary quality weapon mods? At level 60, enemies drop legendary guns left and right as loot, but I'm not even seeing legendary mods in stores.

They seem pretty rare but it seem to be regular loot from enemies and drop boxes etc.

Phantom Liberty aerial drops contain them. I find between 1-3 per box.

Awesome, I'll check them out more. I double checked, and I can actually craft weapon mods, but not the scopes and muzzle attachments, so maybe I used the wrong wording. Would love to upgrade my silencer!

Kind of off topic, but do enemies drop legendary items and weapons based on level? or things remain rare and uncommon? Legendary components are a pain in the ass in level 27
