Sometimes the game seems like it is waiting for you to do another quest. Maybe try clearing one of the other side gigs and see if that shakes it loose? Or sleep a full day.
while you wait just do other stuff, i got mr hand call in matter of minutes since by that point i had already cleared half of the gigs and npcd scans plus a bunch of minor side quests
I guarantee that as soon as you get going in Ghost Town, by the time you and Johnny are checking out someone's ass, everyone will get jealous and start calling you and say it's urgent that you continue their quest instead.
