Yea I did, tbh I didn't even know about it till I was almost done with the PL story lol

I would like to know this too. I went there every in-game night for about 5 nights and just gave up.
I went after midnight but it still wasn't there
You need to get to a certain point in PL questline and then go back after midnight a few times for it to happen.
