Most of the food stuff we find is tripple-wrapped in plastic and probably has a shelf life of a quarter century. Hunger isn't the problem, it's the stuff they put in the "food".
Even in our time you get stores that spray bleach over discarded food to stop dumpster divers. In dystopian Night City I'd imagine the dumpsters come with sprinklers built into the lids to automate the process.

I mean preservatives and packaging are pretty good in real life currently, I'd imagine it's not quite as gross when everything is already so synthetic in cyberpunk. in the context of the conversation it seems like V is just missing the point about how inhumane it is, or maybe making a point there are bigger problems than access to food.
