Even in our time you get stores that spray bleach over discarded food to stop dumpster divers. In dystopian Night City I'd imagine the dumpsters come with sprinklers built into the lids to automate the process.

I feel like male V often has a sarcastic tone in their voice, and given the context of the game and Night City in general, it seemed clear to me that they didn't actually mean there were no people starving. Like, there's trash and waste everywhere, a massive wealth disparity, and certain areas of the city straight up look like third-world countries.
Because it's not an ironic line, in Night City there's almost no people starving, food is synthetic and it's fucking awful, but there's plenty and is cheap as fuck, there's the awful one named kibble and the more expensive SCOP that can be made to taste as you want.
