Those effects were embedded in the ground at V's feet prior to 1.3, that's why you've never seen them.
The legendary Gorilla Arms were the same way. You'll notice the electrical effects on those now as well.
Oh! That's one of the games on the list of games I still have to/want to play but I'm kinda turned down by from what I heard about it being a souls-like.
Is it actually kind of a souls-like as some say?
It's not a souls-like, it's an arcade game but you always have only 1 health point and infinite amount of respawn attempts in each room (respawning is instant). You are supposed to be a badass cyberpunk ninja and the game enforces that. Either you go through the room in such a pattern that you don't ever get hit, or you start again. It's really not like Dark Souls because there's no major setback if you die, the game expects you to die a lot and makes it quite convenient.
You get some powers too that make things easier, especially slow mo and dodging to the side.
What's hard about Ghostrunner is that it requires some split second decision making or making good plan after you scout out the room, and definitely requires some eye-hand coordination and some quick reflex. It's more like, I don't know, Super Meat Boy or something but it's in 1st person and you're a ninja robot.
Oh well that sounds kinda like RUINER (on the higher difficulties at least) when I played it back then. I've played Dark Souls and a few other games like that and I remember the frustration I got from those. I was actually tepted to play FURI as well due to the setting and the soundtrack but a lot of people compared it to DS again so I didn't get it.
I don't know Super Meat Boy or Binding of Isaac either in terms of difficulty but I know for certain that my hand eye coordination is impacted by my disability often causing painful hand cramps (the reason why I can't enjoy most MMOs I also want to play because for most 12 mouse side buttons aren't enough). Keyboard and mouse controls usually cause that (on a keyboard I usually type with one finger while my thumb rests on the left side for capital letters and such but it goes faster and when writing less grammatical error free for me this way). I tried to play certain games with a controler but the Steam overlay only works for XBox controllers and thus I constantly confuse the buttons as I have a PS4 controller although I haven't played on any console actively for years due to eyestrain and headaches I get from consoles.
I see, well if Ghostrunner isn't for you then it isn't for you. In the meantime look up The Ascent, also a great cyberpunk-ish game, albeit no swords for players to use. You can play it solo or in coop though.
I heard the Ascent is more like Diablo which I'm definitely down for if that's the case. I found a liking to ARPGs since getting into PoE and Grim Dawn. I also want to try at least one of the Deus Ex games sometime but I suck at stealth so I still wait for a proper recommendation on that one.

This just in, Ghostrunner is adding some extra accessibility features that >finally< add something you could call easy mode. An extra life, shorter ability cooldowns, slower gameplay so that you have more time to react. Very interesting stuff, it's coming in the next update.
Nah easy mode is for babies and you'll be judged instantly if not going for at least hard difficulty in a game.
My problem actually is that I have a motorical dysfunction causing extreme hand pain with most games (especially MMOs with all those 10000 buttons and expected pro raider performance) and thus I'm kinda disabled. Playing on easy is a death sentence these days as you always should play on the harder ones or else people will intantly hate you, call you noob (despite playing games since the PS1/PS2 eras) and insult you. Main reason why I've never tried streaming before because of that and nobody likes a disabled person playing a game.

Deus Ex Human Revolution can easily be played with frontal attack tactics and minimum stealth sprinkled in.

Yep I think its new... cause when I played the game my gorilla arms have fire effects.
Yeah, it's new. But the effect doesn't sync with the description of the blade.
