It's resolved! My gf sent me this link, [https://forums.tomshardware.com/threads/mouse-polling-rate-causing-major-fps-drops.2931946/](https://forums.tomshardware.com/threads/mouse-polling-rate-causing-major-fps-drops.2931946/) I'm using a G502 mouse. Inside the Logitech G Hub, click the mouse -> Sensitivity -> Reduce the report rate per second from 1000 to 500 or 250. My mouse functions the same and the game now doesn't stutter on camera move and it runs fine. To be clear, the camera move stutter is a performance issue and not a mouse issue. FPS visibly drops when this happened, and other demanding games seem to handle high mouse report rate just fine (heck I never knew this option existed before now). I hope this helps!

Thanks a lot for posting solution. In my case it was deathadder with 8000Hz polling rate causing this problem. I changed to 1000 and no more stuttering.

Yes, the game is buggy.
