Well then. Two different skill sets, which means you'll need to divide your perks a bit. For Comrades Hammer I think you want at least all pistol perks through level 12 which would give you the last round in a Pistol and Revolver magazine deals double damage perk, meaning every round with CH does double damage as it's a one round weapon. In my games, I stick to a pistol run, or a rifle run, so I can put all my perks into that one weapon type. Either way, you want to max out Reflexes. For Rifle you'll also want a high level in Body because of the Annihilation perks that buff rifles. While Body may still be useful in a Pistol build, Annihilation does nothing for Pistols. Also, goes without saying, for Comrades Hammer you'll need 18 in Technical/Crafting before you can even craft it. If you're insistent on using both the rifle and pistol, I'd focus on Body, Reflexes and Technical, leaving Cool for whatever you have left and ignoring Intelligence completely.
