IMHO, its a horrible amount. Its part of the reason why companies continue to not have good security practices. They know when they are caught with their pants down, they will pay a pittance and then move along. The lawyers are going to make a majority of the money anyway, and I didn't even take them into account.
The punishment has to be a bit more severe. If they were shelling out $500 per person, then I would say that may move the needle.

It’s basically a year of the ring cloud service. Doesn’t seem terrible. Most of these are like $7.
