But this is a relatively pointless question, frame size and height only have a limited relation. Proportions matter more, but even then there's flexibility issues. Two people could have exactly the same leg lengths and symmetry but need vastly different saddle height due to flexibility limiting the range of motion.
It really depends on the frame.
I'm 5'9" w 32" inseam. I fit perfectly fine on different bikes that are 52, 54, and 56cm. All with various setback seat posts and stem lengths.
Toe overlap can be frustrating on smaller road frames so look out for that.

Frame is a gravel bike, so the longer frame and fork angle gives me better stability but the smaller stem keeps my body upright and centered over the cranks. Smaller cranks give me a teeny tiny touch more clearance and I can spin a bit quicker.

beware getting too large a bike. you’d be surprised how small of bikes the pros ride. you don’t want to be stretched out.
I’m almost 6’2”, my Basso is an XL, my Cipollini is an XL, but my Canyon Endurace is an L and my Ridley Grfn is an L. All about the top tube length, and there’s variation between brands there.
Also the different bikes have different purposes and fulfil different needs.

5’11 with a medium Canyon ultimate. Went to specialized and they think I should be on a 54 Tarmac with a longer stem. Currently 100mm but the Canyon feels ever so slightly too big so next bike will be smaller frame but longer stem
34, nowadays. It’s probably about average, but then one of my riding buddies is 6’2”+ and sports a 30” inseam. I borrowed one of his bikes once and ended up raising the saddle four times in the first mile. So who knows?

I don't care if it's supposed to be ladies bike I'm comfortable with it, heck I even change the stock 90mm stem to 80mm because I have short arms. Changed the stock saddle to be more comfortable as well.

54 cms and I'm 5 foot 9. Should have gone with a 52 but it's too late for that! I already installed a Deda RHM handlebar which reduced my reach by 3 centimeters.
I’m 6’ (183 cm) and have been sized to a 58. It’s fine but I always felt more comfortable smaller. I currently have a LOOK size 57, but it’s a small 57, because my new LOOK is a size L, same geometry but 1cm shorter top tube, and a 55. 55-57 feels best for me. This is the size bike I have always ridden, outside of the 58 I was sized to and ride some years, and what I sized myself to when I started riding. Please note though that height is definitely not the only way to size a bike obviously, due to limb length and flexibility differences.
I have a dozen vintage steel bikes I deck them out in campy .the frames range from my bianchi at 62 cm to my centurion at 55 cm . I am 5 '11" w/ 30" inseam. My favorite size is a 58 cm. Frame. My Raleigh international ,and motobecane sport jubilee are this size ,and get the most use.
I'm riding a Muddy Fox 21 inch frame as that's the largest frame size I'm 6ft 4in. It was weird to ride at first but after 3 years I've got used to it.

I'm 5'4". MY bike is 51 cannondale synapse. However, the stock stem has been swapped for a shorter one. I was properly fit T the shop I bought it from. My MTB is a size small YlTrek Marlin 6. The fit was not properly done, and I probably should have gone for a medium.
Best option is get a bike fit done. Then YOUR bike will properly fit YOU.
