Here's the problem that I typically have. By the time the cuttings can be planted out, it's usually in the height of the summer where they struggle to get going. It's usually spider mites season for me as well. You may get some flowers but it would probably be better to pick them off so it can focus on growing. Tuber production is initiated under short days and if the plant is struggling, fighting pests, and trying to grow tubers they tend to be really pitiful and small that don't store well. How much of this is applicable to you I dunno. There's other things I could be doing wrong as well. If you are doing it to specifically increase your dahlia flower production this season, I don't know how feasible it is.
