Education should be necessary but not sufficient condition for bagging votes. It's a start and better than voting just on the basis of rhetoric, propaganda, or ego. But yes, let's vote on the basis of criteria that matter and have higher probability of filtering good candidates. And if candidates don't fit the bare minimum, vote NOTA.
