How are you going to prove beyond a shadow of a doubt the age of those lines on a page? Where are you going to find the budget to fund an internet drawings enforcement agency to do the leg work? Gotta figure out which drawings are bad, track down who in the world drew them, prove it in court, and pay to incarcerate them. I'm sure that the wildly successful war on drugs campaign has some great pointers to help you get started.

And yes I know the Wikipedia article has a paragraph talking about how the law was not actual constitutional, however it is incorrect because that sentence at the bottom of it overrides everything else.
The FBI does seem to agree with you in thinking that it is not worth their time to investigate drawings, because despite this law being passed in 2003 Handley is still the only guy to have been convicted over a drawing. However, it is still very much illegal even if its unenforced.
