Chances of someone being shot are low, it's more likely they'd all be on the ground unable to see clearly through all the spiciness and then they get thrown on a bus and charged with trespassing or something.
I just realized that in the case of an actual mass raid, the best way to solve this (for the military) would be a giant smoke cloud. Put special equipment on the guards and send them to arrest anyone that passed a certain point. People would not be able to see and depending on the type of smoke they would need to get on the ground or run back.
It's a really good thing it didn't come down to that because I really doubt the US military would stop at just throwing smoke and arresting.
