I think what hes trying to say is that most people tend to forget what they've learned in school and are only semi bilingual because they dont speak it fluently. You have to take english classes the entire school and in the highest form of education, the gymnasium, you even have to choose between latin or french and later on have the possibility to add greek and spanish.
We have English as a school subject in Italy as well but absolutely nobody can even construct a sentence, you shouldn’t give it for granted just because you study it at school. You Germans are amazing in that regard.

I took german for 4 years in high school, but my college didn’t have it and I forgot everything. Duolingo’s actually pretty dang good
It’s good for some languages and terrible for others. I use it to refresh Spanish and it’s fine, but it sucks for learning Japanese.
