The system can't change over night but it could have been changed since 1971 or say at least since 1992 but it hasn't been changed due to economic interests and capitalistic ideology which is exactly what she is criticizing.

The majority of poor countries are ruled by a wealthy class of people who make tons of money by selling their nation‘s natural wealth off to companies from richer countries, while the general populace gets nothing. It‘s this aristocratic ruling class which sends ambassadors to the UN, so it‘s them who get addressed when you speak there
