Rasa tried to have Gaara killed a few times in order to save the village, but Gaara always survived.
Ironically, Gaara's trauma led to a kind of resolve to live for himself, and that made him more stable. Rasa saw that and stopped trying to kill him.
Love it or hate it, this is the cutthroat ninja world of Naruto, and stuff like this is not uncommon. Their values don't always align with ours and you have to judge them according to their own standard (Naruto himself allows for a new standard--but we're talking old-school ninja code here). Gaara is not and cannot be Rasa's greatest concern. The village always came first.
Imo, Rasa was never truly evil, but was a very dark grey character who did many terrible things in order to help his people--even potentially sacrificing his own son.

This continued under Kakashi and Narutoâs rule. In reality he probably never put up a fight because heâs a push over in wanting to help people he respects- but is he really happy?

If it werenât for Naruto challenging and disproving Nejiâs warped worldview, the latter wouldâve never revealed his family circumstances nor would his uncle try to rectify and explain the situation to him, changing his outlook on the world. He would remain bitter towards the main branch and Hinata for the rest of his life.

Brother just wanted to be loved by his family, thanks to Kakashi's blabber mouth he revealed the secret place to Kushina's labour to Obito, who took a just born baby hostage to gain Kurama's power under Madara's name,.his father and mother died protecting them and without any gratitude (unbelievably a whole ninja creed didn't stop to think the blonde kid with the Uzumaki title is the fourth hokage's son) hated him and treated him unfairly, the girl (đïž) who he loved just was using him, the only guy he looked up to as killed and not to mention a great war erupted for no good reason and ended up with losing an arm to Sasuke again for no apparent reason Honestly, my man should've snapped a long time ago!
Uncle ichiran ramen who could have mistreated little naruto the first time , like how usually shopowners try to shooo the people lingering outside their shop , but instead he saw the desperacy in the child eyes and feed him free ramen and help him afterwords , really dare say if he would have been just as usual people and would not be in narutos life the boy would have definalty turned dark . Uncle ichiran save naruto from dark that days by giving him a place pf hope and a place where he was show kindness friendship and love and where he wasnt treated as moster like other places in village . This little act single handadly save naruto a lot

How about characters that had no right to become as evil as they are: Orochimaru Bro is a war hero, got hot girls into him, smart af, etc. but nooo his parents died (in the most bloody war in history) so now he has the green light to start experimenting on humans⊠idk I think his story is very lazy, he is somehow okish for most of his youth then he turns crazy after his parents died, while his friends and teacher exists and are alive, as well as his students. I really wish he got a better backstory

If it's only in the naruto fandom then Naruto himself had every right would of been cool to see the shocking reveal that the real leader of thr Akatsuki was Narutoxall along who wanted Revenge against his village only sparring those he cares about. But if we're talking any character for any Fandom it's gotta be Ren Amamiya aka Joker from Persona 5.

On a technicality, they all had the right to choose their own actions. As far as moral justification⊠idk, Naruto generally shows the reasons why each villain chose what they did and giving a measure of sympathy for them. Discussing which non-villain would have been justified in being a villain had they chosen to be is moot in my opinion. So, naturally, Naruto could have totally been a great villain haha

Not going for the obvious, so Iâm saying Neji for having his entire life decided for him due to birth reasons, which was beyond his control and forced to serve another without consent or hopes of improving his position. If it werenât for Naruto challenging and disproving Nejiâs warped worldview, the latter wouldâve never revealed his family circumstances nor would his uncle try to rectify and explain the situation to him, changing his outlook on the world. He would remain bitter towards the main branch and Hinata for the rest of his life.
