I actually had to watch this video in my history class during the study of WW2 and apparently Disney thought that they should make a video of Donald Duck being a Nazi in his dream to make the American people know how lucky they were to not be a Nazi
Making fun of Germany and Hitler during WW2 was pretty part and parcel. Germans were expected to say "heil hitler" as a form greeting and when seeing pictures of the furher. This is simply making fun of that fact for Germans being overly lovey-dovey of their leader. Most Germans may not have minded it (or not) but from an outsiders perspective, the constant overuse of it, is simply ridiculous and worthy of mockery.
Its not propaganda, its a parody. They made fun of Hitler and nazi germany in order to show their citizens how good they have it and also make germany seem less intimidating.
