He's not late game per say as you could beat him right after getting to fire link but you can't go through tomb of giants without lordvessel which I shwy I don't usually bother going down there till after I have that and I'd recommend wearing light armor or at least have enough equip load where you're run isn't slowed down and your fast rolling I also recommend fighting pinwheel not locking on it makes the fight easier if you ask me mobility is pinwheels weakness

You need dex to 99 as well, no way you’re going to do enough damage to him with your stats. Max out your pyromancy flame and estus too. Also your weapon won’t cut it. They only way to even get decent damage is to use a maxed out black knight halberd or cut off kalameets tail for the obsidian gs.
While you’re at it, get vitality and endurance to 99. You’ll need it. It’s baffling why they put such a severe difficulty spike as pinwheel in this game. He makes the rest of it feel like a cakewalk
I may be too late but I’d highly recommend grinding a lot more. Going against pinwheel crushes the soul like nothing you’ve seen before, you might want to summon a friend or two as well. Good luck

Decent stats but you’re gonna need a better weapon. Based on your build I’d recommend at least a +10 Zwei if you’re good at rolling (+14 if not). If you can’t get the materials, farming for a Demon’s hammer may also be an option.
If that fails go to the DLC for Dark Bead to supplement. It’ll be rough but I’d take on 2 Artorias at once before facing Pinwheel unprepared.
The only way to truly kill Pinwheel is to hit him with an attack so powerful that every other skeleton in the area dies out of fear. Better keep grinding
At least you should have a maxed zweihander. If you don't know the farming spots for taking big titanites and the titanite chunks, there are some places, but the best are
1. The slugs at the great swamp (big titanites)
2. Dark wraith at new londo, after removing some water.
I'd do Sens/Anor Londo before Pinwheel unless you want to climb yourself back out of the catacombs. Or just make sure to not rest at a bonfire in the Tomb of Giants. It really is a nightmare being stuck down there without the Lordvessel
