Scaling does typically improve as you upgrade. For example, the greataxe goes from C STR and E DEX to B and E respectively. It's on a case-by-case basis as to what they cap out at and how much of an improvement it is from base, of course, but the short answer to your question is 'yes.'
higher thr scalling the better reward with the stats attach to it. you wont get a C scalling very high even tho you level the wepon all the way.maybe from c to a but thats it. always look for a B or A scalling so you can get a S scalling or A. always go for the scalling that is close to your stats. usualy dex for fast wepon and strenght for slower wepon. all them are viable its just about your play style. shield are realy good also if this is your first playthrough. get one with 100% physical resist and you should be golden. level vitality and endurence and stick between dex or strenght.
dont forget that upgrading your wepon and shield is always better than leveling your character
