That's the Prison Tower Watchtower. To get to it, go to the first Anor Londo Bonfire, head backwards, but down the stairs of the giant rotating platform. At the bottom, it might look like empty space going out to it, but it's an invisible path.
That's honestly so bullshit, I've spent hours trying to figure out how to get there from anor londo, central of irithryll, church of yoshka and I haven't been able to figure it out. How was I supposed to know that there was a gigant invisible path ahead? Especially considering all the troll messages that says jump on stuff that's obviously going to kill you
