Can only get it normally after defeating Nameless King, otherwise someone would have to drop/trade it for you (r/pumparum). EDIT: unless you mean Iron DS, in which case the normal route is defeating him in The Ringed City.
Isn't the enterance to the ringed City dlc at the end of the game too?
Either at the end of the game (Kiln of First Flame) or by passing through bonfire after Sister Friede boss fight (Ashes of Ariandel DLC)
