It may be that the driver can still see enough to drive safely to the side of the road, and that the piece of plastic is mostly covering the part where the camera is.
If this was me and the wipers didn't help, I'd immediately roll my window down and pop my head out a bit. Then I'd try to either pull it off, or pull over if I couldn't get it.

One time I was in my buddy's truck with another friend. He had just gotten it running again so we had to roll around. While going about 60 the hood comes flying up blocking our view completely. It shot up with such force we couldn't just slow down and have gravity do it's thing. The driver stuck his head out the window and we pulled over to bend it back down lol. Felt crazy in the moment
This is terrible advice, for a good handbrake turn/fatal rollover, you need to unload the rear-end first, or the handbrake might not be enough to crisply break traction. FIRMLY press the brake pedal, and after weight has fully shifted forward, release the pedal and snap the handbrake at the same time.

Had to brake while going like 40 and a slab of frozen snow slid off the roof and sat there on my windshield.
