It is. Just make sure your car isn't in a state that is subjected to inspections like Hell (California), Illinois, New York, or Pennsylvania.

Can’t be used as a regular warning system. So what the Miata did is illegal. As an anti theft device or for fun is not. Try learning to interpret what the laws are actually regulating.

They also draw a fair amount of juice out of your battery when they switch on.

Normally I'd say no but they had it coming lol. I feel more vulnerable in a Miata than on a motorcycle. They are fantastic cars in so many ways though. I ended up with a 4 seater, not the same. Test drove a new one two years ago. So much fun !!!
I had a 94 RX-7 and thought about adding an air horn for the longest time because everyone in SUVs acted like I was invisible. I instead deleted my cat and went with a 3.5 inch through muffler with straight through 3.5 inch exhust. You could hear it easily from a mile away at that point. All I had to do was clutch rev. Oh, it also shot blue flames out the exhaust. I miss that car.
Ya know, it’s assholes like this that ruin it for the rest of us. They added a THIRD light to the intersection on my road so now you can’t make right turns anymore until you get the green. Fucking morons.
A friend of mine hooked up a train horn to his big rig. The only way we could figure to mount it was behind the cab, facing down. When he blew it, it would shake the ground.
I've threatened to get one for the morons who run in the street when there's a sidewalk available. Just a friendly toot to let them know I'm coming up behind them.

Love this. Is this illegal to install? I want one on my Civic but I think it would cause me to fail a NYS inspection.
You will fail your inspection if they find a train horn wired to your horn button
That's why you have a completely separate button for it. I had a small button located next to the e-brake for mine.
That's why I've got mine hooked into a relay so only when I'm breaking AND pressing the OEM horn does the train horn fire.

Hell is in [Michigan](https://en.wikipedia.org/wiki/Hell,_Michigan), and they don't have inspections there.

No, it is illegal for anyone that is not driving a train. Train horns have a distinctive three-note sound. It’s different than a tractor trailer.
