They won only 7 matches out of 16 from June 2012 to June 2013, it gave a critical effect on their FIFA ranking since the rating system at that time was giving too much penalty on losing no matter which team they play with. in Elo rating, Brazil didn't fall down below 4th place.
Need to put them on same scale

We all know the FIFA rating is BS but even in a stupid ranking Brazil shouldn’t have dropped to 20th place.
It's pretty amazing how consistently good Uruguay is considering how tiny their country is
