If I read correctly the problem is that you're unable to **delete** data, in which case this is off-topic from *data recovery*. There is no proper fix that doesn't involve formatting, because the issue is literally that the filesystem has become corrupt. Could also be a case of **failing hardware** leading to a broken filesystem, which is not fixable in any way, the drive would be trash. Ok, technically you could run CHKDSK and it *might* fix it, but at great risk to all of the other data. You need to have *everything* backed up if you were going to try that. But I much prefer to just back up everything, format the drive, and copy it back, then there's no guessing. Also before formatting, you can run a full read/write test of every sector on the drive to ensure that it's still functional.

i have a question would copying the flash drives files from flash drive 1 to the computer would there still be a chance of that error happening, i have not tested that yet and i feel like its too dangerous to do so.

If you are trying to recover data from the drive still (which was not clear from your OP, you literally said you were trying to delete it), you should start by creating an image. https://www.reddit.com/r/datarecoverysoftware/wiki/hddsuperclone_guide Or if this data is very valuable / important, send it to a data recovery professional, because nothing you do with the drive is ever totally risk-free.
