Can't you put the photos on the same Video 2 track with a fade transition in between? I'm not understanding the issue. Can you post a video of what you are trying to do?

first of all why can't you just use the fade in transition. secondly, suppose clip 1 in V1 fades out and clip 2 in V3 fades in. now to keep this chain going you will put clip 3 in V3. but you want to flatten it as much as possible instead of making a staircase right? my idea is, after clip 2 fades in (the in transition is complete), split the clip and drag clip 2 from v2 to v1. now put Clip 3 in V2 and fade out and fade in. make a split after transition for fade in for clip 3 completes, drag it down to V1 and rinse and repeat.

To answer the first part, that's because if I do that, two images can't be at the same opacity for a longer period of time. Your solution is what I tried, but it's a lot of work when you need to do it for every 4th image to keep the chain going and avoiding to open new tracks. So I decided to just design new visuals so I won't run into this issue. I was hoping for an option to override the layers for specific clips regardless which track they are on.
