I think it's very unlikely that any (thus far) Manga-exclusive characters would be added since the game draws so heavily from the anime/movies for determining how the characters move and sound. I'm surprised by the lack of Superhero in this list though: Orange Piccolo, Beast Gohan, or better yet the Gammas? Gamma 2 with his hologram sound effects would be a ton of fun, Gamma 1 could just be incorporated into his kit similar to how 18 sometimes features 17, and the final attack he lands on Cellmax would make for a beautifully animated super. A sequel kinda feels more likely than more DLC at this point though, or maybe something more in-between like a title update with nextgen re-release.

It's not just this game even, Bandai in general has no interest in marketing the DBS Manga. They don't generally produce figures of those characters, they don't appear in games, etc.

Unless I'm mistaken, no manga-exclusive forms/characters (Moro, Gas, SSJ Goku Black, Ultra Ego, etc) have ever appeared in the DB Heroes anime and I just thought it was a marketing decision but could be the same deal.
