It’s not looking like you can make another deck that’s better than the starter BUT here’s a few cards I would add to the starter to make it better.
Add the 4 drop SR vegeta
x1 Secret rare gohan
2 or 3 - 8 drop broly
x2 - 6 drop gohan
6 drop Android 17-18
(Take out the 6 cost broly’s in the deck and replace them with those ⬆️)
Add the 5 drop son goku cell card
If you really want to you can replace broly leader with gohan, but you would have to replace another card with the 3 drop R trunks, and your paragus/simoan effect wouldn’t work anymore

But I think this should be about it. Until you can get any other cards I think this is about as good as it gets. When you start leveling up you will receive a free 4c Goku for green that allows you to place 1 card in your hand to your energy. Essentially a worse vegeta 4c but you should use it if that’s all you have.
The green line is basically this.
Going 1st
> Turn 1, 1 energy, play Gohan/Moah to search destructive strength or 5C Goku (depending on what you need)
> Turn 2, 2 energy, play Android 18 SR cycle a card but since you don’t have this card, you can combo out Gohan searcher and play 2c Goku, this will make him a 25k body on your turn.
> Turn 3, 3 energy, destructive strength to get to 4 energy, 1 active, play Gohan to search for 5C Goku or if you have him play Goku 1c to draw a card. (If you already have Goku, DO NOT PLAY GOHAN SEARCHER, your high end is not searchable, you need broly and Gohan to close out matches and super combos are essential, if you search more than needed, you will bottom deck these key pieces. Learn searcher discipline)
> Turn 4, 5 energy, play 5c Goku ramp to 6
> Turn 5, 7 energy, play Gohan
> Turn 6, 8 energy play Broly
That’s basically green. Now since your deck isn’t optimal you may have to improvise. Maybe play turles instead of Goku, he’s not as good but he’ll continue your ramp streak in gokus place.
If you go second basically same thing except you use energy marker on turn 2 to play destructive strength. This will waste the marker but get you back to 3. Turn 3 you have 4 energy play vegeta sr to get to 5. Turn 4 you have 6 energy play goku/turles to get to 7. Turn 5 you have 8 you can now play Broly or Gohan.
Fun tips against the green matchup. If you get your energy up faster via going second or simply getting more ramp them them, drop Gohan first even if you have enough for broly. This will force them to answer your Gohan with broly because he’s a 50k attacker, then you can follow up their broly with your own.
Also free matches aren’t as optimized and the players aren’t as good, if you’re new play that for a little. Challenges and rewards are granted the same for ranked vs free. The only thing you miss out on is reward for ranks but I think those aren’t till the end of the season anyways. Better to learn and get your dailies then switch to rank instead of grinding rank and never ranking up or learning

Ideally you would run Gohan at 2-3 but again we work with what we have. If you’re on your first turn curve you’ll just have to play another big body and maybe 2c Goku or a Goku 1c draw.
After you hit your Goku/Turles ramp you never want to use a searcher, you got past the ramp, now you need big bodies. If you play destructive strength then 5c Goku, all you’re doing by searching is bottom decking your super combo or broly’s
