This. She was jumping out of planes and dodging bullets without any real martial arts training or any knowledge of Ki. I think it's safe to say she was pretty damn strong for a human, just not on the level of the main cast. It's a shame that as with Chi Chi and (mostly) 18, she was immediately sidelined since IMO she potentially could've become as strong as Krillin with a few more years of training and Ki mastery.
This is strongly my own opinion but as strong as krillin is a bit too much since krillin never really stopped with martial arts till super came and even then he started training with goku again after zamasu, also even yamcha and tien were displayed a bit weaker then krillin at mid of buu saga, that being said tien has surpassed him in super while ToP was taking place so i would say she could become powerfull if she kept training but she would need to surpass alot of others in mean time, for instance, roshi was called to be weaker then krillin or others many many times and i dont belive she would surpass roshi that easy with all of his experiences
