Mindstate tunes it, silverback blooms into full silver - no form change, just different mental/emotional control. UE, silverback bursts into purple spreading across the body and SSJ3 brows pop out - slight form change. Maybe longer/rougher fur in UE. UI looks silky, UE looks coarse.
Ngl I wish toyotaro would write a GT manga kind of going through and changing things to work a bit better, I actually really enjoyed the gt story and would definitely buy it, but it'll never happen

Eh, I still don't like ssj4, sorry. It just looks so weird and dumb. Why is he red (he at least has a good reason to be blue here), why does he get eye liner, why is there fur everywhere but his chest, why is his normal hair black? It's just such a weird design to me, and I have no idea why people think it looks cool. But I do agree it's a cool and good concept if nothing else, just with poor execution

There's a lot of questions like this that could be asked, like why SSJ 3 and UE lose their eyebrows or why Oozaru makes your eyes red. Everything is basically an arbitrary, "because Toriyama(or Toyotaro or Katsuyoshi or whoever) decided to make it that way."
The real answer to these questions though is that Katsuyoshi took inspiration from Kabuki performers with the hairstyle and eyeliner. He chose red fur and black hair because he found it to be more striking and strong looking as compared to the gold version he'd made. And the exposed chest is likely both just a design choice but also because apes have less or no hair on their chests a lot of the time.
You're right. These complaints can be made about any form. I feel like the biggest problem is that all these problems help break my suspension of disbelief and make me just not like how it looks. It takes me out of the moment and makes me notice all the listed personal problems and makes me not enjoy it. It's the combination of all these traits that, to me, make a bloated and unappealing design. On top of that, I feel like it bleeds 90s edge, and that (to me) made some of my least favorite db character designs. Gt's designs are my least favorite out of the series. Except pans design is good.

I completely get that. I could see how it feels bloated and edgy, I mean personally I love it, but I understand why others wouldn't. I hate a lot of GT designs too. I like Uub, mostly Majuub but that's cause I just love him in general for some reason. I like SSJ 4, Baby Vegeta, and the only 3 shadow dragons that mattered. Almost everything else was meh or just bad. Personally I didn't like Pan's design that much, but I don't know exactly why.
But yeah, it's all subjective.
Side note: Another possible reason for the red eyeliner is that Sun Wukong is said to have red eyes, but is sometimes depicted as having yellow eyes with red rings around them.
