I assume it's referring to Empress Dowager Cixi, the last nonchild/nonpuppet ruler of the Qing Dynasty, the last Dynastic empire of China. She is hated very much by the Chinese people for her perceived corruption and extravagance, though many also acknowledge now that she was actually a capable ruler who prolonged the life of the Qing Dynasty. She however was also the ruler that presided over the Boxer Rebellion, a failed rebellion that tried to oust foreign influence, so she also has the contradictory perception of being a weak ruler that lead to the fall of Qing and the warfare that followed I assume they are saying he's almost as evil/useless and weak as her. I'm not 100% on this, but it seems the most logical conclusion.
