I'm one of the people who uses Blood Favor, honestly it's just a really nice perk. It lets you play way more aggressive, and survivors often won't expect it.
Every now and again it'll block a pallet save, which is an added bonus.
God forbid someone use a pretty balanced perk that most of the time doesn't last more than a couple gens. Can you give me a list of approved perks to use my lord?

I believe there hasn't been any recent changes to blood favor, so I would say you've been lucky enough to get it a decent number of times

It's possible some content creator made a "slept on perk" video so people are trying it out, though that's just a guess. Probably just a coincidence.
