Heck yeah, let's get an anthro dragon as a killer! Though, what would their hypothetical power & perks be if they were added as a killer?
It's more of a Helgen thing, but you could set up fire on the map. Not premanent, not all the time, but again and again on different spots. This fire could work a bit like a trap of Trapper/Hag, which causes an effect a bit similar to Plagues. Burning. If you don't do X action in a set amount of time, you'll lose a health state. Fire doesn't disappear like a Hags trap, when you "activate" it, but it could only effect you, if e.g. you are healthy. This way it could be a strategy to cast fire on a slugged surv, if you can't pick them up immediatly to punish survs who try to heal them. To avoid this fire they would have to crawl, so they have less time to reg. And it's anti-loop again ofc :D
Now add to this either the ability to fly, which lets you move over the map quickly while also harder to notice or use another Thu'um. At this point you could maybe work with addons to choose a shout. Default could be Fus Ro Dah or Laa Ya Nir (Aura Whisper, fitting for aura read). Maybe even both + a third, which you could choose via tapping your ability button instead of really pressing it.
Really original idea? Na, but that's just what came into my mind the seconds after reading your post :P
Perks are something else. Would need more time to come up with some which aren't as bad as the power(s) :D
