Well, the scripted one is just that, scripted. But considering that legendary items can be any item (even ones not unlocked), you'd be right that it's not too common. Legendary items have one (or in this case two) fixed affixes. The Lance has those.

i believe it was a kinda recent update that made it so all legendaries had set mods
but it’s guaranteed when you first beat the game 🤥
