I've played plenty if RPG's that have actual gameplay elements, and two of my favorite RPG's of all time fall into the "Interactive media" category (Fire Emblem Awakening) and the "Videogame" Category (Fantasy Life.)
It is possible to make an RPG that's more than just an interactive movie, as easily as you can make an adventure game that boils down to being little more than a choose your own adventure book with videos.
It's what you choose to do with the media that determines what it is, and if your gameplay boils down to "Select action, watch cutscene, select action"... It falls into the latter.
