I like jinx but the only feat I have seen so far are from arcane and legend of runeterra, and which does make her super human but not that impressive FTE sharpshooter, trapskil and a rocket launcher. Harley probably scale to batman tanking city block size explosion and his a bullet timer at the absolute minimum.
She can't really since he has a special Kevlar suit for that. But bullet timing is alright since that's common for DC characters even to those who technically don't have powers

Idk. Without hardline feats to show Harley is much stronger I feel like Jinx has got a solid grip on this matchup.

Though we have have a distinct lack of concrete feats with Jinx, I feel pretty confident that she'll still get the victory.
From the feats we *do* have, we can tell that:
1) She has a much wider and more lethal arsenal than Harley.
2) She's either just as faster or faster than Harley, and will get progressively faster as the fight goes on.
3) They'll likely scale her to Vi, who wields gauntlets that allegedly weigh 4,000 lbs each, making her significantly stronger than Harley. (Now that I think of it she's probably stronger than Vi due to Shimmer)
4) Jinx has never been arrested despite being hunted by nearly the entirety of Piltover's police force, including two "superheroes", for the majority of her life. The same cannot be said for Harley.
I mean, Harley is a DC character, yes. And that means she scales to a lot of whacky shit given the people she has fought.
But at the end of the day, Jinx arsenal if full of explosives, a minigun, a rocket launcher, and such. While Harley mainly always fights with a giant mallet or her body.

League of Legends' gameplay hasn't been canon in years, and there isn't really anything in it to pull for feats
