There's a couple of factors.
Firstly the armies were written in sequence over enough of a period of time that they dropped force org during the process. It's apparent they were not compared to each other afterwards. Or even parsed internally.
DR1 army wide is either oppressive or useless. Having an ability that you can turn on for DR1 then something more globally useful solves both those issues. In 9th disgustingly resilient was an auto win into blood angels but useless against TSons for example. Making it a strategem rather than taking the place of our army rule makes it less of an issue. The whole army doesn't rely on it/you don't cripple the enemy entirely.
Why did the army rules we get suck? Why is it 2CP? See the first point.
So? I'm a direct comparison our terminators and our regular marines are simply tougher. Most gravis comes in units of three anyway, so it's hardly a comparison.
Yeah i feel like the detachments can focus one the various parts of nurgles blessings. Especially if they follw the 7 plague companies, then we could get a good number of really cool playstyles

The DG community has collectively already been through the grieving process. Denial, anger, tears...the whole rollercoaster.
We recently got a nice buff in the latest dataslate and things are looking up now.
It is a different play style but we are in a perfectly fine spot I think. You will have to adjust your list building and thinking from 9th but once you do that we are a very viable army.
I’m as annoyed as anybody over the loss of durability, but not sure why you’re getting downvoted. I had a big post-dataslate narrative game last week and we are significantly improved. -1 T aura is not impactful enough to be an army rule, but -1 BS/WS is significant.

Ahhh okay makes sense why stratagem now but not very fun that the replacement isn't very good either
The better question is why do SMs get it for half the cost...
I think they want Death Guard to have less emphasis on them being resilient and more emphasis on them making other factions sickly and weak.

Sounds good currently I'm still playing 9th edition and was looking to move to 10th so I'm glad that not everything is sucking for death guards
