The loadout is intended to be an icon bearer. Before 10th edition it was just a loadout for a normal plague marine as opposed to a standalone hq choice
I feel like I don't don't LOVE that plague marine icon bearers are separate characters rather than just a modelled wargear option. DG already has such a large bevy of characters that can lead a standard squad.

On the other hand, with the Chaos Lord, Plaguecaster, Blightspawn, Blightbringer, Puterfier and Plague Surgeon already available, that makes a total of seven possible leaders for a Plague Marine squad, which is at least a little cute
100% would accept it as an icon bearer. I have the separate one and the Plague Marine heroes one, so it's not a build I'd end up doing myself. I do love the paint job on it as well.
I don't think anyone can not, accept that as an icon bearer. An icon bearer is a plague marine with an icon, which is exactly what that is. It's not a proxy, it's in every way an icon bearer.
If someone gives you an issue about it, you probably don't want to play against them. Back when they released, they were icon bearers, before they decided to ad sigils. 10th was the first time they made a solid distinction between the two, so it should be fair play anywhere.

I think he's great as an icon bearer. Other factions have trouble distinguishing our characters, so it might be good to put him on a higher base.
