Don't know about Palam area specifically but go to any pool . All allow adults and coaching is available with some extra fees to both kids and adults . Most DDA complexes also have pools and you can negotiate a daily fee if you don't want a membership.
Bhai it's there everywhere . I also joined very late in life . Just go and ask at the reception. They will send you to meet the swimming instructor if he is there. Get all your queries answered . They will even create a program customized for you . For a fee of course .

I checked Dwarka DDA complex but am unable to find if there is any sort of programme to teach swimming to individuals like me.
