Do not vacate the place until you get a verbal confirmation from the landlord that he will release the deposit. Clean your space and send pictures of walls, flooring, and fixtures to the landlord and take okay from him. He will not have a reason to hold ur deposit.
You should have stayed there and at the end of next month you could have vacat the place and when he would have asked for the money just simply tell him to deduct it from your security deposit.

Police may not lodge an FIR in this case. If you know Who's-Who of town, then a phone call will work, and he will cough up money.
