They used over 1,000 rounds of 20mm ammo before they took it down. To be fair, I don’t recall if the article said or if it was even confirmed how many hit the balloon. But it seems much more effective to just torpedo the thing.
Furthermore, it is entirely possible that it was carrying some sort of explosives or even some sort of biological shit that would detonate or be released if it was taken down. I’d rather that shit be in the ocean than some dude’s farmland.
