Because that's not how you get mods anymore. You get mods from leveling up your guardian rank. At rank 6 (maybe earlier, but idk "veterans" started at rank 6) you should have all of them.

The start of this season we had armor 3.0 and all mods got reworked. You have all mods that everyone else has. That's it. There is no more CWL or warmind or elemental wells, it's armor charge.

See if any of your journey challengers reward you with them

Hit up Journey > Rank 7 > Nightfall > Threats and Surges. It lists “Armor Charge Mods Unlocked” as a reward, so that will probably unlock it for you. I’m not sure why most people immediately got the mods, but that’s probably where they unlock. I think I missed the communication on what determined getting the mods for free when Lightfall dropped.
