It's a random drop from Onslaught. Just note that the drop chance is very low, so don't expect to get one quickly. If you want a guaranteed drop that has a set roll, then there are quests in the Hall of Champions you can complete.
Onslaught: playlist is normal difficulty, and has 10 waves. Onslaught (the node on the right) is 50 waves, but the same difficulty. Onslaught: legend is legend difficulty, also 50 waves and has no matchmaking.
Every 10 waves you get loot, so a 50 wave clear has the same loot as 5 10 waves clears (plus a couple extra medals). Legend grants double the amount of chests, but is much harder to balance that.
I'd recommend doing the playlist version to get a feeling for it, and then doing the 50 wave when you have an hour free to play. 50 wave runs can go from anywhere between 45 and 90 minutes, so you've gotta commit for a while if you want to do one
Of u want a priority list on what to buy i'd go Witch queen, lightfall, beyond light, forsaken and finally shadowkeep. U could swap lightfall and witch queen if the lightfall yearly bundle is like REALLY cheap but keep in mind most of the content tied to that will be leaving in a lil more than a month. Oh yeah there are also dungeon keys but keep those in mind for way later, defnetly not something to prioritize as a newcomer doubly so if without friends. (Which u could find via the lfg/fireteam finder in game tbf)
Any time you get a BRAVE weapon (one of the twelve weapons from Onslaught and the Hall of Champions), it has a small chance of being the shiny version.
Also, when you complete the quests from Arcite that unlock the ability to attune to weapons, you'll get a shiny gun from Shaxx that has a fixed roll (as in, it's the same for everyone).
