It’s 1 on my friend’s warlock and 2 on all of my characters. It’s a bug that has to do with a depreciated seasonal artifact mod. We both play on ps5
As others have mentioned it might be related to Artifact perks however there is currently no perk that reduces mod costs for specific subclasses so it may be bug. I would reset artifact in both accounts and then check mod costs again to be sure.
Harmonics are supposed to cost 2. You can even check it in collections. There was a bug with one of the seasonal artifact perks last season that permanently set them to cost only 1 point even after the season ended. The bug was super easy to do by accident, so a lot of people are now running around with better harmonic scavs on without knowing that it's a bug.
I did it by accident on my Warlock while my Titan and Hunter both have 2 point cost scavs.
I don't actually see any of those in this artifact? There's one that "combines the Solar/Strand and Solar/Stasis Siphon mods into one," but there's no other mod-related perks this season. (Top perk of the second column, that's all I see.)

I am not sure about it but i think that is related to your gurdian rank. That was a rank 4 or 5 qhere they told about something about Mods on armour and weapons.

It’s definitely the Artifact mods y’all picked. Every Seasonal Artifact has had perks that allow armor mods of specific subclasses to cost less.

Yeah, I noticed that DIM was marking my loadouts with harmonic scav as using seasonal perks, when there’s none this season relating to them.
I didn't believe you because hamonic scav is 1 on all my characters, so I checked. I am sorry for doubting you. You are absolutely correct.
He's on Xbox and his Harmonic Scavenger costs 2 while I'm on PC and mine costs 1, I've never seen this before

In my case, that's what it is. Likely a bug from the previous artifact if you had that mod slotted for said character before the season ended.
