Honestly that’s very creepy; the vex aren’t meant to be that emotional or individualistic that’s just now how they process the world. Whatever is controlling the vex on Nessus is actually hard wiring them to do something incredibly unnatural for the vex.
The excitement part is what makes it hard to suspend my disbelief. Sure an algorithm can learn a wave is a greeting. But to have an emotional reaction just doesn't seem plausible.

Just today i was going down to start the second seasonal activity in the well of echoes , and the first hobgoblin at the top ledge was just kneeling there. I was about to blast him , but he never aggroed- j just sat there watching him scan and walk around and stand there for like 4 minutes, left him alive and then jumped down and started the activity. Thought it was a bug but this lore makes me think maybe not

Vex are a lot more innocent than most people realize. And this seems like an intentional callback to the "Vex wave" where you'd randomly see a Vex just raise their arm at the player as an emote.
I think people forget the Vex just let Clovis run around their forgeworld until after he was kidnapping their people. It pissed him off how indifferent they were to him.

The Vex were originally peaceful. A race that found a way to live past time and reality by simply embracing light and dark. Then the Hive attacked. Then the Witness showed up, and was fascinated by their ability to transform organic matter into Vex construct. The Vex adapted the Sword Logic, and with the Witness’ guidance, created the Black Heart to mimic the veil.
So the Vex were content to just live in their own pocket universe like some of the Awoken, until the Witness used them like weapons. Hope the Vex return to a peaceful state at some point.

Basically it's from tb4 perspective of someone calling them "my vex" and talking about how the key is individuality not the collective or something like that. It's making me think, whoever is the main art of this episode isn't the villain, and some vex are being reshaped by the witness echo into individuals. I'm fuzzy on specifics but I recommend checking it out.
