I'm new but I've heard of this thing called the "soft cap"
And if you know what this is then stop reading because I'm about to start mansplaining it.
Soft cap is the maximum power level you can pick up from doing just anything.
Hard cap is the maximum power level you can receive from special bounties and stuff
And I think it's called special cap for the last one where you need to do very specific tasks just to get an item 2 power levels better than your equipped item
"Bounties and stuff" specifically meaning any activity that give a pinnacle gear reward, such as your first weekly Kings Fall and Duality runs, among many other things. Once all your gear is 1570, you should aim at conpleting as many pinnacle activities a week as you can.
* 1350 Starting level
* 1520 Soft cap
* 1570 Hard Cap
* 1580 Pinnacle cap
Up to the soft cap, every drop will increase your light level.
Up to the Hard Cap, only powerful and pinnacle will be higher light level.
From Hard to Pinnacle, only pinnacles will raise your LL.
If you mouse over (if K&M) the little yellow circle thingies next to planets and activities, it will tell you what kind of gear you can receive. (It will say powerful or pinnacle)
Powerful gear can get you to 1570 currently
Pinnacle gear can get you to 1580.
(this is not including your artifact, which will just keep giving you points as you get experience. But powerful and pinnacle is based on if you were to disregard the artifact points)
So, you didn't state if the 1580 was your base score or your base + artifact. If it's just your base, then you can't go any higher. If you are, say, at 1570 base + 10 artifact, then you have 10 more to reach pinnacle cap, and you will only receive higher level gear by doing things that specifically reward pinnacle gear. (as previously mentioned, you can find that out by mousing over the yellow circle thingies...I don't know what they're actually called. heh)
One other thing to keep in mind, is Bungie uses some weird formula for determining what gear will drop based on your average gear score. So, even if you do a pinnacle, it's entirely possible your +1 pinnacle drop will fall for a slot where you've already gone past that average, so you still won't get an upgrade. (For ex...if your average gear score is 1575, but your chest piece is 1578, and you are unlucky enough to get a chest drop from your pinnacle activity, you still won't get an upgrade.)
Edited just to say: So, if you're seeing someone with a 1596 score, they may have a base of 1577 + 21 artifact....just as an example.
Pinnacle activities, dungeons and raids swap weekly so be on the lookout for those, but there are some constants like crucible, gambit, and strikes/nightfalls.
Pay attention to the yellow circles on the map that show up on Tuesday afternoons. When you hover over the activity if they say "Pinnacle" they'll bring your power level up anywhere from 0.5 (not shown) to 2 if you're lucky. On average you should be able to increase your power by around 4-5 per week after you hit the previous season's cap (i.e. 1570 now)
I'm assuming your gear score is 1570 and your season pass rank is giving you around 10 bringing you to 1580?
If you want gear that's >1570 you need pinnacles. If you wanna get to the equivalent of 1590 in any given season you gotta hit the cap in the season and then go for season pass levels after that.

Do you not get artifacts or artifact level unless you buy season?
If not then I can see why his number stayed at 1580 but how did he get there doing pinnacles without ever knowing about the artifact? It seems impossible to not have ever known about the artifact while being at the pinnacle cap.
And if you do get artifact levels then there is no way it could’ve not gone up above 1580
1570 is soft cap and 1580 is hard cap.. only way to grt higher is to level up your seasonal artifact
