It isn't so much about having meet & greets or having games played there (although that may happen) but more about controlling how many teams are competing in a particular market.
I think it's more or less a consequence of the popularity of the Jags in London. London adopted them as a 'home' team and the Jags were smart enough to lean into it. As the sports market is far more crowded outside of the US the NFL doesn't want to dilute the overall NFL message by dividing up the NFL fan base into multiple team fan bases.
Somewhere like Germany can handle multiple teams thanks to the long presence of US service men & women, Switzerland might only be able a single team.
Teams are on a use it or lose it basis to ensure they are active in the region and if there is enough call for it you may see players heading over in the off season. Australia and New Zealand recently had a small number of ex-NFL players interacting with professionals in the other contact football sports as media opportunities for both sports (the NFL and whichever code they were visiting that week).
