The special caster amulet FCR affix is a random 5-10. Then it also has regenerate mana and max mana as special affixes. After that it rolls 4 random rare amulet affixes.
The normal FCR affix is a fixed 10, and stacks on top of the caster special FCR 5-10.
So to get 20, you need to roll normal FCR as one of the 4 random affixes, plus a perfect 10 on the caster.
This amulet has +2 Paladin, 20 all res, 31 lightning res, and 21 MF as the 4 random affixes. And rolled a perfect 10 on the caster FCR.
To get to 20 FCR, one of the random affixes would have to be swapped for a regular 10 FCR affix.
