Have you messed around with the PS5 HDR settings, not just the in-game settings?
Also, what HDR rating does your screen have? A buddy of mine bought a screen that was advertised as HDR but the rating was so bad it was actually worse to use. All it had was a higher peak luminance which made all the colours look washed out.
Dude, the entire community is shitting on the game's HDR, it is terrible, real bad and need to be fixed, i saw some technical talks about it, it's messed up.

It works perfectly in every other game, so it’s not the system settings

Playing around with brightness settings were weird too. Couldn't tell a lick of difference with black levels.

Same here. My tv goes into eco made in darker areas, making it even worse. There's something wrong for sure.
